Dial up problem

I was testing out my dial up connection on my system and it connects fine, but it doesn't transfer. I tried everything from uninstalling the modem to changing the COM ports and it still doesn't transfer. Then I tried reinstalling Windowns on a fresh hdd on the same machine and it works fine. I'm running XP. Any suggestion?
 
Possibly some driver or .dll was missing or fragged on the other installation. Sometimes a logged bootup can help locate what's missing. But if it is corrupt, it might be very hard to tell unless an error message is generated. One of the biggest achilles heels of M$ OSes is that they don't protect and isolate .dlls anywhere near well enough. It has been thus since the first version of Win.
