DFI NFII 400-AL and Arctic Cooling VGA Silencer Compatibility

I need information to see if these two products can coexist. I just installed an ATi Radeon 9700 Pro into my Athlon XP machine and I can no longer boot. I've check for dust, cleaned contacts, made sure everything is seated correctly, made sure the power connections are good, switched the power supply on and off, reset the CMOS, and I'm stumped.

I installed it and then booted up and everything worked fine. Except for the drivers. I had to uninstall the drivers so after I rebooted it wouldn't power on. I checked the PSU switch and tried booting again and some fans spun up and then it turned off. I tried again and then it booted up but could not detect the IDE devices. I then checked everything I could think of.

Is there a capacitor being pushed down by the VGA Silencer? Please help.
