Yep the dlc activates on steam also.

I found it absorbing. At first the security-hacking stuff turned me off, though. You don't have to do a lot of it if you don't want to, but it does make an easy way to gain the experience points that unlock upgrades to your enhancements.

It's also not a run-&-gun game, you'll need to use stealth or divide-&-conquer tactics at many points. But I think it's an extremely hot deal at this price, go for it.
