Desperate Econ Question

thanks for your help on the last one guys, i really appreciate it...

can gdp deflator be negative? i say not, because nominal and real gdp can't be negative (can they?)... but then i was looking at some world bank stats, and they had the gdp deflator for china (1999) as being negative! how can this be?
