I have my color pallete set to 32bit color but the icons still look like they do in 256 color mode, why? I rebooted and this happend all of the sudden, i've tried different drivers and reinstalling the OS on top of itself, no change......

You might have it set to show in 256 colors.
In win2k (not sure about other OSs),
Start Menu -> Control Panel -> Display -> Effects -> 4th checkbox down it says show icons using all possible colors.

Or try getting tweakui. It might have that option

In Display Properties click on the Effects tab. There is an option there to "Display icons using all possible colors." Click it on. The only thing is, almost ALL icons are only made with 256 colors so you most likely will not notice a difference. You might notice a difference on a few, but they will more than likely be only on 3rd party software.

I had the same problem...I've got a Voodoo5 5500 and am running W2K Pro. I ended up reformatting and reinstalling. It sucked but it got the job done.

You reformatted your system just so you could have high-color icons? Now that's dedication...if not completely obsessive-compulsive 🙂
