Desktop icons won't drag 'n' drop

When I try to rearrange my desktop icons I drag one and when I let go it pops back to the bottom of the column of icons. It won't let me drop it where I want it. And, to add insult to injury, one of the programs that the icon that I was trying to move is a shortcut to, opens with the message about a file system error (Code 13) and no data is there. Now, after an hour of searching how to fix these two problems, I 've come to the Board for any suggestions. Thanks
 
Thanks WW, It's fixed. It's wierd how this stuff works. I tried EVERYTHING, except the thing that worked, of course. For your curiosity I used the following phrases on Google -- move icon, can't move icon, desktop icons, desktop icons+troubleshoot. For all of them I also got tons of hits. After drilling down a few pages for each, trying several sites, and spending an hour at it, I came to this board, where there is great tolerance for newbie ignorance. I'll get to the other problem tomorrow, my ride is here. Thanks again, DM
