Desktop Arranging?

Okay, i have my desktop arranged in a certain manner, shown here everytime i boot up, it goes back to this. I don't have the "auto arrange" checked under options, any idea why this is happening? Thanx
 
This is a really basic question but... are you shutting down Windows the right way? It won't save the desktop settings if you just power off the computer.
 
i'm doing a soft boot most of the time, my computer's on almost all the time cuz i run rc5 24/7, should i not just do a ctl+alt+del? Should i actually use the feature under the start menu?
 
SOunds like somehow Policy Editor was installed and it's set to not save the desktop settings. That's the only thing I can think of.
 
Try restarting using the feature under the Start menu, as you said you rebooted by using ctrl - alt - delete and see if that works.
