I love hearing the neocon definitions that end up leading to contradictory positions on their part. 🙂

I also don't think definitions that just point to the civilian targets are good enough either. Combatting civilians has been done time and time again by numerous powers and they are genrally considered terrorists. I think a good definition of terrorism has to include some sort of random element.
 
A person who commits acts of violence on civilians in an attempt to use the terrifying act to sway the decisions of the govenment in question.
 
It's an overused word that has little meaning left. Basically any underground group that fights an established power.

I liked this one until I thought of the state-sponsored terrorism in the 80s in Europe. They were terrorists but they were essentially state agents unlike the OKC bombers and the other red-state terrorists or the anarchists back in the day.
 
A person or group using violence to effect political change that is not a recognized government or a representative of a recognized government.

A terrorist does not have to target civilians. A terrorist or terrorist group could target only government officials and still be considered terrorists.
 
any group or individual who targets non-combatants with the intent to cause indiscriminate injury and death for the sheer purpose of spreading wanton fear. terrorism assumes the end of politics and the
start of coercion by ever greater amounts of violence.

Pretty good except it does not encompass the state-sponsored terrorism mentioned above (and suffers from a dangling modifier).

How about:

A person or group using acts of violence against civilian and/or combatant targets to effect political change.
