The mention of arms was in an incident that happened two hours away a week before by an individual that killed three black people before killing himself...

"The bill also allows for the flying of a “historic version of a flag ... that is temporarily displayed for educational purposes,” which Lee, R-Layton, said would include the Confederate and Nazi flags."

In the UK WW2 is a massive part of the history curriculum and, while there were many historical pictures of the nazi flag in books, no one flew the fucking Swastika in the classroom!
