So how good is the game Democracy 3? Is it worth 8.50 for the game or under 12 for the game and all DLC?

I'd probably skip the DLC. I don't have the game but the GOG.com user reviews for the DLC aren't too good.

Both of the DLC have their only negative reviews not only from the same reviewer but they are exactly the same word for word. Basically the reviews are worthless trash so you probably want to go look for some reviews on another website.

Skipped because I thought 12.50 or so for everything was too much money for me to spend on any type of average game.
