The fan is set to run at a very low rpm to entice unsophisticated buyers. The internal electronics run HOT!

Interesting. My brother has a Dell desktop, and it is very quiet. When I opened it up to install some RAM, I couldn't believe how dusty it was! I've worked on quite a few computers, and seen my fair share of dust, but this thing was loaded. I'm sure there are a lot of environmental factors though *shrug*

Is it the one with ONLY USB ports and no PS2 ports? It's using a BTX style case and all that.

its because the fans run at roughly 5-10 rpm

Correct me if I am wrong but thats doesn`t sound right!
A quiet Dell?
I believe Dell uses rebadged PSU`s from PC Power & Cooling.

all of our dells above the 3100 series are dead silent. Our server is the only exception (dual xeon)... thing sounds like a lawnmower.

I would expect them to be much cheaper than that.

Yeah, Dell's systems are nice and quiet. Since you're not overclocking them and, in my experiences they run cool enough that you don't have stability problems, so I don't see how what speed the fans run matters.
