Sorry, we don't help circumvent laptop security, but call Dell and they will get you squared away.
 
But if it is a third party at boot time(STILL IN DOS) then the drive is encrypted.

If the drive supports TPM then just maybe TPM is enabled in the BIOS. If so then you have total data loss.

If the above is indeed the case then throw away the hard drive and buy a new one.
 
New account with one post and cant spell inspiron. Hmm seems legit.

Not sure if did something dumb and set password on self or stole laptop.
