You will more than likely have to contact Dell. The BIOS password is stored on a chip on the motherboard and it cannot be deleted or reset by just resetting the BIOS or removing the battery etc... It has been rumored that to get rid of it you can short a couple of pins on the " Chip " on the MB which can also be dangerous.

If person you are helping is the registered owner with Dell they can contact Dell and they will upon proof of ownership give them a bypass password....

They do this to discourage theft of Dell Notebooks.

Well I have the Ultimate Bootup CD, but I can't get it to boot the CD first, it always wants to go to the BIOS login first.

I was playing around in it, and somehow was able to get it to boot up the CD, but I'm not sure, this thing before allowed me to continually put in a password, now it only gives me 3 trys then shuts down, before, it allowed me to put in a password more then 3 times, not sure how I can get it to do this again, and let me boot this CD.

 
There are ways to short out the jumper for the mobo, but the easy way is to contact Dell support.

If you know who the laptop is registered to (business name or person name) then you are fine. Otherwise they will give you a link to a transfer of ownership for that service tag. Fill out the form (if you dont know who it is coming from just put UNKNOWN) and it takes about and hour before it is entered into the system.

THEN, you can give them the #43GY43.02 kind of number that pops up with the bios password screen and they will tell you the code to put in. It actually takes about 5 minutes.

Doesnt matter if it is out of warranty, Dell has lifetime software support.
