Dell laptop battery recalibration utility?

Hey guys,

I have a Dell Latitude C610, and I recently purchased a new generic battery off of ebay. However, the computer/battery is having issues charging - ex, the computer reports the battery at 28% but doesn't continue to charge it.

Obviously it being a generic battery makes me think that it is defective... but I'd like to know for sure. Does anyone know of a recalibration utility that will "reset" my battery?

i dont think there is a utility...but i'd say its defective
