DELL Inspiron 700m Fans not working

My friends 700m fan's seems not working.
it's new, but the problem he bring the laptop out of country.

Any idea what goes wrong?
of coz it's still under warranty from DELL.

Does anyone have any idea on what steps to take?
As the notebook is new (<1 yr), it is still under warranty from Dell.
 
run an intensive apps that stresses the cpu and onboard video for a hour. if it hot and the fans doesnt run then call dell.
 
Well first make sure the fans are supposed to even go on. If on batteries, the system runs fixed on throttled mode which makes the fan almost rarely kick on. So plug in and make sure that the system isn't permanently stuck in throttled mode.

no overheat, fan no working no problem.
 
How long is your warranty? if it's 3 year or longer then you have international support. no matter what country you're in you should be able to call that country's local dell tech support number and have service done. however, i've seen the 700m and i haven't heard the fans kick on ever. it's damned quiet that thing. which country is the laptop in?
