Dell D610 won't startup, battery lights show full power available

I had a problem with this laptop showing these same problems last month. No POST, no indicator lights by the LCD, and battery was fully charged. Took it to a shop, and they reseated the ram, which seemed to have solved the issue...till now.

Couple of weeks ago, it had the same issue so I took out one stick of 256 MB ram and left the other one in there. Worked fine until now, but the other one seems to be under some kind of static wrap. Can i remove/reseat this ram also?

Any suggestions?
 
Well, I removed the HDD and DVDROM and it powered up to the POST screen. I put the HDD back in and it doesn't start up again. I take the HDD out again, but not it won't start even with it out.
