Dell 4150 LCD Problem

When I first boot up the machine in the morning it has what looks like bright lines or dots all over the screen Pic. After it has warmed up for a couple minutes I reboot and all looks normal Pic.
What do you all think is most likely the cause and would it be difficult to repair?
