dell 2400 keeps restarting

well 1st i thought my comp got powersurged but than i was told that if the powersurge protector still works than nothing got powersurged but my comp will not turn on its werd. its not booting up and i dont know why. my psu is dum somtimes like it has to be plugged in for a long time than u can boot but its been in for like an hour and still wont boot. another thing is when i was trying to get it to work it boots randomly i didnt press the button so i am like wth another thing is when i do get it booting it keeps rebooting over and over and over. its starting to tick me off the thing is i dont want to have to buy anything for this comp i am savin for one at the moment but i was gonna give it to my parents so i can to get it going. another thing when i did get it booting it would not connect to the internet, i messed around with the red switch on the powersupply i am not sure what it does but when i mess with it somtimes it boots. what should i do?

since i am on my mom's laptop and she needs it back today so i wont have a computer unless i get the dell working.
 
It still sounds like the power supply.

You can try removing or unplugging things one at a time to see if the problem goes away.

If it has a modem, try taking that out first.
