No, mine doesn't. Mine works fine. I've used my scanner and memory card reader without any problem. Try it with different devices.
 
Yes, the monitor doubles as a usb hub or usb controller device, as it is sometimes called in the device manager. This device needs to be installed and working correctly for you to be able to plus anything into the hub and have it work.

If winXP doesn't have the driver, try the dell website.
 
Not to insult you, but sometimes it's just a simple mistake. Do you have the USB connection cable plugged into the back of the 2001FP as well as in the back of your computer? I would double check that connection first off...
