what is the default speed of the CPU? i would be suspecious of the PSU as well

Currently it's a 2.4Ghz cpu running at 3.2Ghz, ~1.6V.
It isn't the cpu voltage since even when i ram it to 1.7 it's still the same. The cpu is rated to 3.6 at voltages under 1.7 from the pervious owner.
