actually, it demagnetizes it. if the monitor is in a magnetic field that causes distortion/discoloration, degaussing it (sometimes) helps.

It gets rid of the electromagnetic charge that slowly builds up on CRT monitors. I believe(correct me if i'm wrong) that the electromagnetic charge can distort and discolor the image.

Except, I believe that just turning it on and off again puts more ware and tear on the moniters circuts, considering it has to power down everything, then power it back up again.
