defference between ISDN with Modem & Without Modem ??

The old Netgear ISDN router we had at work in '98 had a serial port for installing a backup modem for dialing out when the ISDN line was down. Some cable/DSL routers have this too (many SMC barricades). Without more info that's my guess.
 
What are you talking about?, ISDN needs a "modem" its called a terminal adapter
Without a TA or TA/router you cant connect
