what about all the Military equipment/supply usa sells to foriegn countries, often at discount rates below cost or given away as a bribe or future favor, Egypt and Isreal are the big one for this, were does that money go in the picture?

If 2% is average (even for smaller nations with no real rivals), then 3.5% seems very reasonable for a nation with as many enemies as the U.S. has.
