anyone know how i can go about doing this without having to go out and buy a new power supply and cpu fan? i know it has something to do with decreasing the voltage on the fans but i don't have the slightest clue how to do that.

There are modules available that enables you to plug the fan into it and adjust that way. I know Fry's sells them. They are called fan speed controllers. Or you can make it yourself with a Potentiometer and some wire.

You can decrease the voltage from 12V to 7V. This will slow down the fan speed which will lower the noise. Here a link on how to do it. 12V to 7V

For controlling your CPU fan use a Zalman Fanmate ??????.

The nice thing about the Fanmate is that it can be adjusted continuously anywhere from 5-11v and it is very inexpensive. I have my CPU fan turned down from 4300rpm to about 2900 with one --- where it is very quiet. If you need more or less cooling, just adjust it to where needed.

You might be able to adapt/splice one of these into your psu ................

buy a fan speed controller. yes you can splice the psu fan wires to your fan speed controller. i did that to control noise. make sure to look up how to mess with cpu, u don't want to touch nasty bits in there and fry yourself.

how long should i wait before opening up the power supply? and can i use the same type of device used to decrease cpu fan speed for the power supply fan?

Unplug your computer then turn it on briefly to suck the power out of the capacitors. (You can see the fans move a little when you do this.) Also, make sure not to touch capacitors inside your psu as they may still have some charge.

Yes. A Fanmate1 could be used to for a psu fan. May have to splice it in.

Here?s an article on psu fan replacement ?

so i broke down and bought a temperature controlled fan for the psu and a voltage regulator thing for the cpu fan. i guess we'll see how this works out.
