Decent 15 or 17 inch lcd with a budget of $200?

some 19" are within your range.

IMO get any 19" Samsung or Viewsonic that is less than $200. Now if you could get widescreen one..even better.

I got a question, what is the minimum response time I should look for? This LCD is for surfing the web and typing only. Is 25ms too high?

Choices are many as already addressed. With $200 budget, you ough to go with at least 19" size. A 15"? No way, it's just way too small for regular desktop usage unless you use it for running with a small cashier machine.
