debugging in JBuilder

Some of the newer version of JBuilder seem to require an Internet access when you debug a project, this is evident by the error messages you get when you try to debug without an Internet connection. Is there any way to reconfigure JBuilder so it does not need web access when debugging? I won't always have Internet access..
