Its GONE man, when it gets formatted prior to installation it will all be gone. Windows will overwrite more than enough to make CIA-style recovery a ridiculous task.

Yes, not all of the bits get flipped to zero when you format, but more than enough. And installing a new OS from scratch on top of that will wipe out most everything else.
When I was in the Navy I got stationed at a NATO comm center in Iceland. I worked on recievers, routers, multiplexers, and basic cryptos. Eventually I found myself carrying the title of security officer. Much of my job as an Electronics Technician consisted of sanitizing computers when they were no longer to be used for secret or top secret work. We went through many procedures to take care of the hard drives and after a few years an instruction came out saying they were to be incinerated. The incinerator was several miles off base and in the middle of an Icelandic winter you dont make that trip without a damn good reason.
Up to that point we had just been formatting the hard drives and then using a government utility to wipe with all 0's, then all 1's, then a random number. We often questioned how essential even that procedure was, since it took a REALLY long time, especially when you had many drives.
Sent a letter back to the base security people asking if it was really important to incinerate. They said "yes" and they could easily read files off a drive that had only been wiped. We didnt believe them and we called them out. They said bring a few drives over and they would show us. I ripped several CD ISO's and placed them on the drive, along with a handful of divx rips from some DVD's, then I formatted it and installed Windows and didnt do anything else. We took the hard drives over to the base IT security (following carrying procedures and two-man integrity compliant with Top Secret material transport) and handed them. Left for the day because they told us that while it was an effective procedure, it was not very fast at all.
Called back several days later and asked if they found anything.
They did not.
No ISO's, no movies, and only a smattering of misc. files leftover from the previous OS installation, and they could only verify that by imaging the current OS installation. These were IT security men working for the DoD at a base filled with F-18's and top secret comm circuits and they found shit. And we hadnt even done the official government sanctioned hard drive wipe.
So why dont you tell me buddy, when you were a security officer at a NATO radio center what did you learn about data found on hard drives?
