The original chaintech boards were passive, but I think they added fans now... What about just modding the board with a aftermarket northbridge cooler?
 
Motherboard
Abit AN8 v2.0 or AN8 Ultra (said to be coming out any day) - fanless & evacuates heat produced by the northbridge via heatpipes through the rear I/O panel & in turn the PSU & CPU HS/F isn't exposed to the heat. Less heat the PSU & CPU has to contend with, less the fans on a CPU heatsink & in a PSU have to spin to keep components cool.


Processor heatsink/fan
The CNPS7700-AlCu is quiet but not "close to silent as possible". For air cooling, I'd get a heatsink with heatpipes (e.g. Thermalright XP-90(C)/XP-120 - if it fits, etc.) that can be combined with a Nexus fan.


Case
Spacious air ventilation with front & rear 120mm fan openings, hard drive vibration absorbers, & made from steel or thick aluminum (thin aluminum may vibrate). If the Centurion 5 has all of that... :thumbsup:

Plus, add or replace (if any exist) case fans with 120mm Nexus/Papst/Yate Loon fans.


PSU
Antec Phantom 500W (fanless operation up to a certain load) or the Seasonic in your post.


Extras
Noise dampening material
fan controller




If that's not enough, water cooling is another option.
 
Unless they use a different hsf on the PCI-e version of the X800XL you will need to consider alternate cooling for the card. I had an AGP8X X800XL and it was by far the loudest component in my system. Try the Zalman VGA cooler for it.

I believe the Gigabyte is fanless.
