Dead pc

when i hit the button all the fans spin up but no video signal, and no beeps either, i checked the video card in another pc and it works fine, I also tried another power supply and had the same result, i figure its the board or cpu, any ideas??

I assume the monitor tests fine?

is it a PCI-E card? make sure you have all power connectors on it.. also try and isolate the problem.. does it beep at all if you start without RAM??
