This is the Brightspot version of the phone, which is identical to the T-Mobile version but comes in a different box. Otherwise it should work with any provider using the T-Mobile network.
The catch is the $35 is the online price, while it's $65 in stores. It's also listed as sold out online, so what you have to do is find a Target store where it is in stock and ask them to do a price match. Hence the YMMV. In my case, the manager did so without hesitation.
After you buy it, they will ask to activate the sim. The CSR told me they are required to do so by store policy. She opened the box, got out the sim card, and punched some stuff in on her computer. You don't actually have to sign up for Brightspot service or even put the sim card in the phone. As soon as I got home, I swapped the sim card out of my old Lumia 521 and into the new one, and everything worked normally. I don't plan on using the Brightspot sim; their plans are nothing special with the only gimmick being a $25 Target gift card every 6 months. Straight Talk and T-Mobile are much better deals.
As an added bonus, once you activate the phone, you can sign up for a Nokia account and get $20 in free apps. You have to buy it by the end of the month and wait a few days after activating. Once you do, go here: http://www.nokia.com/us-en/world-of-apps/
If you can get them to price match (which they should do), this is an outstanding deal for a cheap but good phone.

Still planning on doing the World of Apps thing, tried again this morning but it's only been 2 days (they say it takes 3).
