wow this card looks like it performs about the same as my ati4870 yet with 30% less power consumption.... nice card and wouldnt be a bad upgrade for my htpc it looks like

For a HTPC, this probably wouldn't be the card to get. The $70 HD6770 would have been a much better choice; it's a little less powerful but it's cheaper, quieter and uses considerably less power. Even at $90 it's a better choice. That or wait a bit for the HD6850 to drop back down to the same price on sale.

How wide spread are the issues with buzzing noise from the 550s? I've heard it described different ways in on different 550s. I just don't know if some people are not reporting it or if there are only a handful and a RMA for a different card would likely fix any issue.
 
I don't think so. Someone described it as sound that would probably make me want to pick my box up and through it out the door. If you check the reviews on the 550 cards it is described different ways. One other person in their review even asked the same question about the 550s. I thought I would ask here to see how many others have had or heard of the same problem.

So does a 5770 / 6770 and it uses even less power and was $70 AR a couple weeks ago. There are 6850s frequently in the $110-125 range that are significantly faster than the 550Ti.
The 460 1GB deal is a good one, it uses a little more power than a 6850, but it's good at that price.

I had a 4850 (it's actually still in my wife's system) the 48xx series uses a lot of power on idle compared to newer cards there are definite worthwhile power savings to be had, even though the 460 is not great on power usage compared with the ATi or the 5xx series cards, it still does significantly better at idle power than a 48xx card.
