Do we just email ASrock about purchasing the IO Shield?

These are back in stock at newegg, HOWEVER I would be cautious if I were you. The new boards are on sale now, so you may want to go with one of those instead. I received my "refurbished" board today and well, this is what I got. Photo

As you can see this board has clearly not been refurbished and there is no way that I'm going to even attempt to power this thing up. After getting in touch with their customer service and letting them know how unhappy I was with the state this board arrived in, they
1) waived the restocking fee (I sure hope they don't try to restock this POS)
2) offered me $5 credit to cover the cost of me shipping the defective board back
3) offered free overnight shipping if I bought a new board (which I did, a NEW Retail board)

Don't let this happen to you, and if it already did, please let them know how dissapointed you are that newegg would allow this type of merchandise to be resold. I know that they state that they don't test refurbished products, but this clearly was never returned to the manufacturer as their customer service rep had claimed, and can they should have known better than to try to resell it. I still love newegg's service, but the fact that they try to pass this junk off has really got me wondering about looking elsewhere from now on.

Mine seems to have some odd problem with the BIOS. Can't flash it either. I'm guessing someone failed at a volt-mod and RMA my board. It had a handwritten sticker on it from Dec 2005, which is when it was likely inspected. I'd send it back, but ain't worth it after the restock and shipping fees.

Mine never boot, I'd return it. I cleared CMOS, swithed all other working parts, all the same-cannot boot.
Black screen with CPU fan spinning. Not sure I should try a new one.

I got mine from chiefvalue (newegg) and it was board only. Works perfectly and updated the bios myself <funboy pats himself on back several times and tells himeself hes a good boy>.
I heard about the volt mod but when I updated the bios I can achive 300 HTT withou thaving to do anything else. I got my 3200+ which would over clock on any other board at all (going to 201 htt would lock it up) on this one 250htt 10x stable on stock volts. I am beyond happy with my set up now :D

Try removing any PCI card if any when booting the first time? I had a similar problem and got it up in a bare bones config where I got into the bios and forced it to use the PCIe video adapter first.

I bought one of these refurb'd from the egg about 4 months ago for about the same price, had no real problems with it, but decided to switch it out with a Lanparty Ultra-D instead for more OC'ing. I'm going to order another 939 chip at some point and use the ASRock board in my HTPC instead, which is currently running a woefully inadequate AXP 1700+.

refurb is always a gamble, doubly so on the egg, since I'm pretty sure they don't test anything, they just box it back up and send it out. They're obviously not making any money on the shipping on these, so the only thing I can think is that they do it because they know most people won't bother returning a refurb'd $40 board if it doesn't work.

I did it, but still cannot get into the BIOS. I only put ram(kingston hypeX) and a FX5500 AGP
card there and power by a Sonata TruePower but not go.
The problem is I just got t venice 3000 chip, the 15 days of NewEgg warranty on refubish
parts was gone. Now I am stuck with it and looking for another board.

Hmmm. This is going to sound really bad, but try booting up with the CMOS set to clear once. If you see anything on your monitor, then put the CMOS back to default and try booting again.

Got my board up and running again. I had to do some crazy bios clear F2 reset trick to get into the bios. Once the video was set to PCIex in the BIOS all was well. I'm not using the onboard SATA since RAID doesn't work. I got a SiI 3212 SATAII controller and all works like a charm now. I figure if this board can last a year, it's done $40 worth of work for me!

is your keyboard PS2 or USB. Maybe its having issues recognizing your USB keyboard early enough. Try a PS2 and press F2 like mad.

Finally I got it boot into the BIOS and in installation process now.
I would like to share my solution. The most important thing
I think is the first boot. If it ever boot, it would eventually boot
again. Make it short.
I have clear the CMOS at least 100 times, with or without pw.
Did n't work out. So I remove CMOS battery and try, after tried
about 20 times, it boot for the first time. After this, I can boot
without the battery in every 5 or 6 trials. Then I put battery in
because I neet change the memory setting like "Flexible Compatible"
(couldn't remember extractly - sorry). This is culprit as read from
a site. After at least 15 times trial it boot into BIOS, so I immediate
set that setting to "Disabled". After this, it start to boot normally.
Following that were routines like,dl BIOS, flash, etc. After doing these
I changed that setting into Enabled for performance purpose.
No problem until now.
