DDR RAM - What's more important, bus speed (bandwidth) or latency

Looking to buy 2X512MB dual channel for under $200. Should I be looking at low latency or higher speed/bandwidth. What I mean is, would ram at 200Mhz 2-2-2-5 be better than running ram at 250Mhz @ 3-4-4-8?

I currently have a 2.8C on an Abit IC7 mobo. The CPU runs fine at 3.2Ghz (never tried higher).

Intel Northwood's, like the one you posses, love bandwidth. 3 CAS, which is the most reoccurring memory cycle in general computing, is more than enough for the P4 which has sophisticated prefect logic and the ability to have numerous outstanding memory requests. The Netburst technology the Northwood was raised up on was made for bandwidth.
