DDR Mem Wrong Voltage, would power up do anything?

Been reading where the P965 DS3 from Gigabyte might not like 1.9v ram, which is what I got.

Right now with my E6400 and 1 stick of ram, all I get is the power up and power down cycle going. Nothing else. With the RAM out, it still cycles the power.
