DdHelp Errors.... Big Problem

I have gone through so much trouble the last 5 days trying to figure out what was wrong with my system. I was getting corrupt dll's missing sys files, bluescreens, registry errors and just about everything else. I reformatted and reinstalled Win98 multiple times but the problems just came back right after the fresh install. I eventually found out from a few sources and a computer shop that it was bad memory, so I swapped out my 128mb chip for 2 32mb ones that I had laying around. I reinstalled again, and the problems were solved, but....
I'm having other problems now. Whenever I try to start up just about any program (All my games, and MS Outlook which is all I've installed so far.) I get a Ddhelp invalid operation error and the program stops responding.
The 5 past days of problems are starting to drive me crazy and I would like to solve this thing so I can just have a fully functional computer for once and not have to continually troubleshoot it!

ASUS CUSL2
64 mb of generic PC100 (for now)
10GB and 13GB Maxtor HDD's (OS is on 10gig)
Ati Radeon 64 DDR
SB Live X Gamer

Crap! I get the error when I try to install things too! I just downloaded some new vid card drivers and when the install proggie starts I get the damn Ddhelp error!
Someone please respond!:(
