DC++ hogging Network

I've got two XP Pro computers networked on a Comcast 1.5mb cable connection. I've got a D-link DI-604 router/firewall as DHCP.

For some reason DC++ hogs enough bandwidth that playing BF1942 is laggy as hell. I usually get pings around 40 or so. As soon as DC++ is loaded my pings shoot up to 350+ even when I'm not uploading or downloading anything.

My mom is really partial to DC++ because she hates learning new stuff. Can I limit the amount of bandwidth she has access to so I can play at the same time?

I won't be allowed to install a different OS so I need to do this with XP Pro.

Any instruction would be appreciated.
 
Yeah I tried that. BCDC is banned from a lot of good hubs tho. Not to mention even when DC++ is idle this network lag occurs. I was hoping for a solution that limited the amount of bandwidth each computer could use.
