The problem with staying forward is it doesn't get light early enough during the winter. One of the largest complaints associated with this would be kids having to walk to school in the pitch black of night.

Schools should just start an hour later, then if it's such a big concern. There's also no value to starting school at 7:30AM....or earlier.

Actually, there is. It keeps school busses and school drop off traffic off the roads during the two main rush hours.

Actually the utility program was designed to reduce peak deman via load shedding rather than to save energy. This is to prevent rolling blackouts which are much more inconvenient than partial loss of cooling and /or DH production.

Ditto for auto emissions. The idea is on the table anyways.
