Lost phones are blacklisted once reported to Apple or the carrier. You can call your carrier and see if they will reactivate it and see if you can return the new one.
I've had that happen, found my lost phone about 6 months after the fact. I was able to activate the phone with a new sim without issue. I suppose you could call the insurance company - I bet they'd be happy to have it.
