Data recovery; Format and special delete programs

I need a shareware/ free program that allows me to delete files in a win ME system, in such a way that it won`t be able for amateurs to recover them. Does anyone know where I can Download such a program?

Alternatively I can opt to format my hdd. Is it possible for people to easily recover data after that? Also can I just use a win me boot disk and type format c:\ and after that reinstall windows again? It is a 40 gb Samsung hdd.

You could always try delete/erase tools such as the one in the freeware version of PGP that will write over the file with gibberish, then erase (and repeat). You could also encrypt the files before deleting.
