Not to mention it doesn't make any sense at all to have an alien race that communicates solely by talking about things that happened in the past. I mean, I know it's Star Trek, but the sheer absurdity of that episode still bothered me.

The episode made perfect sense. With thousands of intelligent lifeforms, many reaching space travel, they are not all going to think and communicate the same way we do.

It was explained in the episode... they think completely in parables/metaphors. The Universal Translator could translate the words, but couldn't interpret the meanings because it had no reference.
