I've got them.

Thin skin around your eyes is a result of aging or inheritance. This thin skin causes the blood vessels underneath to become more visible, giving your lower eyelids a darker appearance.

(I've also heard that these dark circles may also indicate a lack of salt in your diet. Can't find a confirmation on this, though.)

I've never used drugs in my life...so that's not my excuse. heehee I've had alcohol...but not drugs.

I applaud your decision. I stop doing pot about 15 years ago and have not looked back.

I get enough sleep, so it isn't that. I believe I've had them since I was a kid. People always asked me if I was tired. I'm leaning more towards genetic. lol Ah well, I was hoping for a miracle answer like...."By (this product) and they will go away and never come back!!!!" Heehee

i don't know about if you have the perma-circles, but if you just have them because you're tired, you can rub some preparation H under your eyes, it constricts the blood vessels and makes the circles go away.
