Yep, I've seen the guys at Fisherman's Wharf in SF do this. In fact, the guys I saw have a different technique for doing the mountains.
 
The performance was really cool and I am really impressed with what he achieved using spraypaint. Don't think it is something I could do. Didn't really like the painting he created though, to be honest.

I was in Times Square about 3 weeks before 9/11 and there was a street artist who did these, although not as colorful. He used a spackle knife, cup, and newspaper. People were standing in line to get them made and he was charging $20 each. I watched him make about 8 or 10 of them in about 90 minutes before he got to mine. Not a bad racket:
