Are you right handed? If so, you might just be unconsciously using your right side more than your left.

That said, if you're looking to work traps, hang cleans are better than overhead presses.

Nah, I'm staying with OHP for now... I'd just like to see a bit more symmetry is all.
 
Do you deadlift? If so, do you use a mixed grip often? IF SO, do you always use the same mixed grip without alternating?

Long shot, but I had trap imbalance from that a while back. I was doing the same with rack pulls and holding lockouts on both for a few seconds.

Deadlift - yes. Mixed grip - yes. I alternate grip every set (once or twice a week).

Only problem is I think I'm not pulling evenly on the bar on the DL... Same thing happens with my right trap. I'm going to have to try to pull more with my left.
 
I was a pitcher my entire youth and i think that may have caused my arm lengths to be slightly different. My right arm from armpit to the tip of my middle figner is longer than my left arm. When I do a seated curl, i have to adjust my elbows a bit to make the resistance even on both hands. When i bench, i dont lock out my right arm completely either to keep the bar level. Its not noticeable except when I do something like those movements.
 
You might wanna make a conscious effort to try a little harder with your left side during shrugs for a while, or do a few more reps for the left side when you work traps. Maybe youre just trying to use too much weight...in that case, lower the amount and try again.
