The downside of rally is that there is never any side by side action, and there's not a whole lot of spots where you can watch cars do thier thing for an extended period of time. There is amature rally races in various forms. Also, there is the whole legal issue of what happens when a rally car takes out 26 fans that are acting as an outside barrier to a turn. As far as skill, I consider rally racers excellent drivers, but the lack of side by side type of racing just kills the excitement.
