Seriously is this (the prof's notes) supposed to help me learn this crap or is it suppose to confuse the hell out of me?

The prof's notes aren't supposed to help you learn the material -- that was what the semester/quarter/trimester was for.

uh, all the prof did was show those notes on the projector and read them in his heavy accent and this material was covered in one hour last week so i didnt really have the whole quarter to learn it

In that case, look at Chapter 19 except 19.6, 19.7, 19.8, and Chapter 21 except 21.5, 21.6. These were covered in the last two weeks.

Did you think bitching and moaning to ATOT would help you learn better than reading the chapter? Did you want somebody to hold your hand and walk you through Maxwell's equations based on the notes (which BTW, are very detailed and comprehensive)??

Funny thing is, once you get through that, everyone will reference it, but most likely never again will you need to go that much in-depth.

I ended up focusing on antennas and what not, so i used those concepts a lot
