You're not fail. It's the 6th paragraph down, it's indirect, and it's the ONLY place where they even give you that hint.
It's Maryland -- one of the bluest states in the Union. I think it's implied that she's a Democrat because she's in a position of power!
As for the comment about "not jumping to conclusions", they have tons of evidence in this case. Dixon is done. Hopefully, she has the intelligence and grace to bow out rather than fighting the obvious tooth and nail like Blagojevich and that idiot mayor in Detroit.
As for the implication that corruption follows one party or another, it happens whenever someone is in a powerful position. Power corrupts? City machines are notorious for corruption -- just look at Baltimore, Atlanta, and Chicago for examples (Atlanta has an ex-mayor in federal prison right now).
