That's assuming the government doesn't have a secret program already going.

yup. my guess is the NSA has had this capability for years now, and i would imagine they can crack any encryption out there with ease. all those password container programs just make it easier too since they just have to break the master password, then they have access to everything you have.

The simple explanation is that quantum computers are more holistic then classical ones and have more symmetry. A hologram is a good example of what I mean. If you take a holographic photograph of a person and cut it up into little pieces you don't get a corner of the picture here, a nose there. Instead each piece will contain the entire picture, just a bit fuzzier the smaller the pieces become.

Quantum computers process information in similar fashion, all at once.
