i don't have enough in my bank account to transfer to paypal to pay for it. my balance is negative 20 dollars now.

i have the money invested, and in cash, i could have easily transfered some, but the state took so long to cash it after i mailed it i forgot and wrote another chech that used up the rest in my account
 
I don't know how it is in Ohio, but in Colorado they are real @ssholes with revenue collections. I had some tax problems a few years ago, and the IRS was helpful and easy to work with, while the Colorado tax nazis were unsympathetic and demanded the total bill be paid immediately. I've lived here all my life, but the message they gave me was, "if you don't like the way we run things here, then get the hell out."
