cvsup through a proxy/firewall?

i see something about -P for firewalls but then something about the runsocks command for a proxy. unfortunately, they don't make much sense to me. anyone have examples that i can follow?
 
i honestly don't know what these people use at work... and they're not exactly forthcomming about it either.

i've opened a ticket to get access to port 5999, let's see what happens.
 
been told by my teamlead that i might as well wait until retirement for them to move on the ticket.

therefore... i'm looking at the "runsocks" command, but i can't find anything about it anywhere.
