Custom system locks up after POST

I have a custom system I just built that freezes right after POST. The light on the optical mouse goes out and keyboard is then unresponsive. I can navigate through BIOS fine but then it locks up when it tries to boot. HDDs are blank, I'm trying to boot to CD to install OS. Any ideas?
